For most of a decade Portugal was the default answer to "where do I buy property for a European residence permit". In 2023 property was removed from the qualifying routes, and the programme that remains is a different proposition wearing the same name.

What was removed and why

Residential property acquisition and property-linked fund routes were dropped as part of a housing package. The stated reason was housing affordability in Lisbon and Porto: a programme that channelled foreign capital into apartments in the two tightest markets in the country had become politically indefensible.

That reasoning is worth noting because it generalises. Where a golden visa's effect on local housing becomes visible, the property route is the part that gets closed first. Portugal was not the last country to do it.

What remains

  • Investment funds that are not property-linked — the route most applicants now use, and one that carries genuine investment risk rather than the illusion of a hard asset.
  • Job creation in Portugal.
  • Cultural and scientific contributions — donations rather than investments, at a lower level, with nothing to sell afterwards.
  • Business capital combined with employment.

The residence obligation stays light — a small number of days a year — and the naturalisation track after the qualifying period survives, which is what most applicants were actually buying.

The tax layer changed too

The non-habitual resident regime that made Portugal attractive to pensioners and remote professionals was closed to new entrants and replaced with a narrower successor aimed at specific qualified activities. People who arrived expecting the old regime and applied late discovered the difference.

The lesson is the same one every programme teaches: the terms you read about are the terms that applied to somebody who applied earlier.

Where this leaves a buyer

If the objective was a European base with a path to a passport, Portugal still offers it — through a fund rather than an apartment, with the money at market risk and no property to live in or let.

If the objective was property that happened to carry a permit, that combination no longer exists there. Buying in Portugal today is a property decision on its own merits, and it should be assessed as one: the rental market, the taxes on ownership, the exit. The permit is a separate purchase.

What to check before acting on anything you read

  • The current list of qualifying routes and the current amounts, as at the date of application.
  • The residence days required, and how they are evidenced.
  • The naturalisation period and the language requirement — the part of the deal that takes years.
  • The tax regime that will actually apply to you on arrival, which is not the one written about in the years people still cite.
